[toggles] [toggle title=”GENERAL INFORMATION” color=”Accent-Color” id=”b1″] The 5th edition of the Bucharest Family & 10K (the Event and all related races) will be organized on 20th May, 2020, by the BUCHAREST RUNNING CLUB ASSOCIATION (the Organizer) in partnership with the ROMANIAN ATHLETICS FEDERATION, BUCHAREST CITY HALL and PROEDUS.

News and further information about the Event are available on the dedicated website www.bucuresti10km.ro. Information about the Organizer and other related events can be found on www.abrc.ro, www.voluntarinsport.ro and https://www.facebook.com/Bucharest10km.
Filing out the form provided by the Organizer and participating in the Event and any of the related races represents your explicit and unconditional agreement to comply with the terms of these Rules and any instructions / recommendations of the Organizer and Event Officials. The Organizer reserves the right to amend these Rules until the first day of the Event, provided that the participants are informed on the Event website. These Rules are supplemented for all races (intended for both professional and elite athletes, non-competitive races) with the Rules of the International Association of Athletics Federations (IAAF) and the IAAF Disciplinary Tribunal Rules, provided that they are not contrary to the provisions of these Rules.
The Romanian law shall apply whenever the aforesaid rules are inapplicable.
Organized races:
– adult races: individual 10K, 2×5 Km relay, family race
– races for kids and teenagers: babies’ race, teens’ race
Average seasonal temperature:
– Minimum temperature: 10 C°
– Maximum temperature: 20 C°
– Probable temperature: 18 C°
[/toggle] [toggle title=”TERMS OF ENTRY” color=”Accent-Color” id=”b2″] To enter the 10K Individual and Relay races at the BUCHAREST FAMILY & 10K Event and to receive the race kit, each runner shall meet cumulatively the following conditions:
1) be 18 years of age or older on race day;
2) pay the registration fee;
3) present an ID for identity check;
4) take responsibility for any accident or damage sustained during the race – the Organizer shall not be held liable for such situations, in accordance with the provisions of these Rules;
5) take responsibility for having the physical ability and medical endorsement to participate in the race they entered. The Organizer shall not be held liable for any medical problem occurring during or after the Event;
6) not register for any additional race at the BUCHAREST FAMILY & 10K Event.
Participation in the BUCHAREST FAMILY & 10K is strictly personal. Changing, selling, transferring or offering to change the participation in the Event is forbidden. Having a different person wear the bib number (competition number) of the runner who received it is also forbidden. Any violation of this condition shall result in the disqualification of the runner, and the Organizer reserves the right to exclude the concerned person from participating in future events.
The runner relinquishing their bib number to a third party shall be the only one liable for any accident / incident occurring / caused by or involving the third party during the Event. The third party shall not be allowed to invoke the non-application of these Rules as a result of their participation in the Event. The Organizer shall not be held liable for any consequences and/or incidents and/or damage sustained by the third party.
The particular terms regarding the registration for other races are provided in the SPECIAL RULES FOR OTHER RACES Section that you are recommended to read. [/toggle] [toggle title=”REGISTRATION AND FEES” color=”Accent-Color” id=”b3″] Registration of runners (including persons with disabilities) for the Event races can be done online, by filling out the form provided by the Organizer on www.bucuresti10km.ro. The number of race kits available for registration will be posted on the website.
Runners can also register at Sport Expo, subject to availability.
a) Online payment by credit / debit card (bank transfer / payment order – PO) is recommended and shall follow the steps below:
Step 1. Fill out the online registration form;
Step 2. Pay by PO;
Step 3. Wait for the payment confirmation e-mail message;
Step 4. Once the payment is completed, we validate and confirm your registration.
Companies / organizations / legal entities that want to pay by a single PO and receive a single invoice for the fees of all runners for whom the company pays shall follow the steps below:
1. Registration – each runner registers online, individually;
2. Request invoice – the group manager sends the registration list (surname, name, race) and invoicing data to invoice@abrc.ro;
3. The invoice is issued within 72 hours after the request and sent back by e-mail to the group manager;
4. Payment – the organization pays by PO (payment will not be made before issuing the invoice);
5. Validation – registrations included on the received list are validated and confirmed after the payment is made;
6. Companies can make registrations until May 13th, 2020, so that the process and validation can be completed by May 17h, 2020.

ATTENTION!
The registration becomes valid and final only after the payment is made and confirmed by the Organizer, namely when it appears online as validated in the Runners’ List. The registration is automatically cancelled and deleted if the payment is not completed within 5 working days from registration date. Runners can check their registration status online in the Runners’ List.
b) Payment at Sport Expo is available to runners who have not completed their online registration. They can register at Sport Expo, subject to availability of bib numbers, provided that they meet the following conditions:
1. Cash payment only;
2. Fill out and sign the personal declaration of responsibility;
3. The Organizer checks the identity document;
4. Pick up the race kit and bib number.
ATTENTION!
NO registrations for adult races are accepted on race day.
The paid fee includes the amount to be donated to partnering NGOs. In the registration form, each runner can choose a cause to support. All registrations are firm and definitive. Paid fees are not refundable under any circumstances, unless such a situation is expressly provided for in the Rules. [/toggle] [toggle title=”RACE KIT PICK-UP” color=”Accent-Color” id=”b4″] Runners will pick up their race kit at Sport Expo.
To pick up their race kits, registered runners will present the following documents:
1. Registration confirmation letter – printed and signed – only if they did not sign electronically. The letter is customized, available for download on the website and includes the personal declaration of responsibility.
2. Identity document (the Organizers check it and immediately return it to the holder).
Each runner receives a bib number based on their best personal time achieved in the past year for the chosen distance.
[/toggle] [toggle title=”WARDROBE, STORAGE, PERSONAL ITEMS” color=”Accent-Color” id=”b5″] A changing tent will be set up near the Sport Expo area, where runners can change clothes before and after the race. Together with the bib number, each runner receives a deposit bag and a sticker bearing the same start number; the sticker must be placed on the deposit bag before leaving the bag at the wardrobe.
Deposit bags can be left off in the changing tent before start and picked up when the race is over, based on the bib number. Only bags with a sticker number matching the runner’s bib number will be accepted.
NOTE: In the changing tent, priority will be given to the participants in the Relay and 10K races.
The changing tent is guarded by collaborators of the Bucharest RUNNING CLUB Association and partnering NGOs, but you are recommended not to store valuables in the deposit bags. Organizers shall not be held liable for the theft, damage or loss of personal items.
[/toggle] [toggle title=”PERSONS WITH DISABILITIES” color=”Accent-Color” id=”b6″] For the 10K races, the category of adults with disabilities involves athletes running in self-propelled wheelchairs. They will be included in the ranking of the wheelchair category and have access to the announced prizes.
Adults with motor disabilities who participate in one of the Event’s wheelchair races pushed by a third party or walking in crutches or other categories different from the aforesaid may attend the Event, but they will NOT be included in the rankings. These adults will start the race alongside the wheelchair category .
Persons with other types of disabilities, who do not need to use the wheelchair to walk, may participate in the other races of the Event.
All persons mentioned in this chapter can register for free if they submit medical documents proving the degree of disability.
[/toggle] [toggle title=”SOCIAL CASES” color=”Accent-Color” id=”b7″] Low-income adults may participate in any of the Event races and benefit from free registration only if they submit an income certificate (free registration is available only to adults whose income is below the limit of 1 000 RON net/month). These persons will be included in the overall ranking of the race. [/toggle] [toggle title=”REFRESHMENT POINTS” color=”Accent-Color” id=”b8″] According to IAAF/AIMS Rules, refreshment points will be set up every 5 Km, therefore at about 5 Km / Finish line.
Runners are kindly asked to throw plastic bottles and cups in the areas close to the refreshment points, so as to make it easier to clean up afterwards. The use of glass or metal containers is forbidden during the race.
The toilets are placed in the Start / Finish areas and near every refreshment point.
[/toggle] [toggle title=”TIMING” color=”Accent-Color” id=”b9″] The timing system for the Individual 10K and Relay races will be provided by a specialized company. The system registers the passing of each runner’s electronic chip over the electronic mats (check points) and calculates the time for each runner. The check points are placed at the Start / Finish lines and along the route at undisclosed locations, in cooperation with the Romanian Athletics Federation.
ATTENTION!
● Runners must pass through all check points located along the route of their race. Runners who fail to step on the mat at each check point will not be registered by the timing system and will be automatically disqualified.
● It is the runner’s responsibility to wear the bib number on the front part of the T-shirt and attach the electronic chip according to the instructions on the chip package. Any runner will be automatically disqualified if they do not wear the bib number on the T-shirt, wear another bib number instead of the one received from the Organizer or do not wear the chip throughout the race, as indicated in the instructions. Changing or replacing the bib number or chip (even in case of loss) or exchanging bib numbers among runners on race day is not allowed. Failure to comply with these rules results in disqualification.
[/toggle] [toggle title=”ACCESS TO THE EVENT AREA” color=”Accent-Color” id=”b10″] Participants are strictly forbidden to bring in the Event area any kind of objects that may be dangerous or illegal (drugs, fire arms or objects that qualify as bladed weapons, explosive materials etc.).
No vehicles are allowed on the route of the race, except for the Organizer’s bicycles or vehicles and the wheelchairs. Offenders will be sanctioned according to law.
To attend the Event and have access to the Event area, participants agree and give their express consent regarding the fact that the Organizer may request, via the security staff, the body search of individuals and their personal items. In case of refusing such a search, the concerned individual will be banned from entering or continuing to have access to the Event area.
The Organizer and security staff may refuse or remove from the Event area, at their own discretion, even during the race, any person who:
i) falls to comply with the provisions of these Rules;
ii) behaves in such a way that they disturb normal participation in the Event in situations such as, but not limited to using any object or behaving in a way that causes difficulty and/or hinders the circulation and safety of the other participants in the Event;
iii) uses any methods of promoting or marketing certain brands, companies, products, services etc. that are not sponsors of the competition or have not been accepted by the Organizer;
iv) promotes in any way political, religious or any kind of opinions that may contain a political, religious or hate- or violence-inducing message etc.;
v) promotes messages and contents that might harm the image of the Event. [/toggle] [toggle title=”ACCIDENT INSURANCE” color=”Accent-Color” id=”b11″] Runners will be exclusively liable for their participation in any of the Event races. The Organizer shall not be held liable for any kind of damage sustained by the Participant as a result of running the race, unless the damage is a direct consequence of the Organizer’s intent. This exclusion of liability also applies to cases of any possible damages generated by situations such as, but not limited to accidents or death.
If the Organizer’s insurance policy covers and the insurer considers that it has to pay any amount in order to cover certain damage sustained by the Participant, the Organizer’s liability will be limited to the amount paid by the insurance company. The Participant is the only one responsible for concluding an insurance policy to cover any damage caused by accidents, disease or death due to their participation in the Event.
The Participant declares being aware that their participation requires very good physical and mental health and declares being properly prepared to attend the Event, having been through appropriate training for such participation. The Organizer expressly and particularly instructs the Participant to undergo any medical examination needed to certify that they are fit to take part in the Event.
Participant remains liable to the Organizer for any harm they may inflict on a third party, including another Participant, volunteer etc., as a result of any act or omission that is attributable to the Participant.
[/toggle] [toggle title=”RANKING” color=”Accent-Color” id=”b12″] The official ranking will be available on the Event website within 48 hours from race completion, except for the situations expressly mentioned in the specific rules applicable to certain races.
The participation certificate will specify the position in the official ranking. According to international rules – IAAF, the official ranking is based on the official time recorded for each runner. The official time is measured from the moment of the official start until the moment of crossing the Finish line.
The real time, measured between the moment of crossing the Start line (after the official start) and the moment of crossing the Finish line, will also be available as information on the participation certificate of each runner. This time cannot be used in the official ranking. The Organizer may decide for certain races of the Event, in accordance with the provisions of the specific rules applicable to some races, not to be electronically timed and/or not to make rankings and/or announce the final order later than the moment mentioned in this chapter.
[/toggle] [toggle title=”AWARD CEREMONY” color=”Accent-Color” id=”b13″] The Bucharest RUNNING CLUB Association organizes the award ceremony in Parcul Izvor (Izvor Park), on race day. For the full schedule, check the Event website.
For the 10K and Relay races, prize money will be awarded. These prizes will be offered in “lei” for Romanian residents and in “euro” for international residents.
The awards offered by the Organizer will be announced prior to the Event. Before making the payment to the Participant, all taxes applicable according to the Romanian law will be deducted from the announced prize money, and the remaining amount will be paid out to the Participant.
The veteran age group will be awarded diplomas.
No Participant is entitled to receive any award if they acted or are acting in a way that is contrary to these Rules. If, after awarding the prize, the Organizer is informed of circumstances indicating that the Participant has violated in any way the Rules and the supplemental provisions, the latter must immediately return the prize at the Organizer’s first request.
The ranking and awarding of the winners will be validated within 3 weeks following the completion of the Event, after settling the complaints and the cases of force majeure.
The prize money will be paid out at the end of the 8-week deadline from the completion of the Event to allow time for settling any potential complaints. In the case of elite and professional athletes, the Organizer may decide to postpone the payment of the prizes until the final anti-doping test results arrive, if such tests are conducted.
[/toggle] [toggle title=”MEDICAL PROBLEMS / FIRST AID” color=”Accent-Color” id=”b14″] Only runners with no medical problems and who are physically fit and trained are allowed to attend the Event race of their choice. By registering for the Event and attending the race, each runner declares and pledges being fit to participate in the race of their choice and having consulted a specialist physician in this respect, thus getting the approval to take part in the chosen race.
The Participant exempts the Organizer from any liability for any medical problem of any kind occurring during or after their participation in the Event.
The First Aid points will be located along the route of the race and in the Start / Finish areas.
Ambulances stationed at the First Aid points will be called in by the race marshals in case of accidents on the route and will intervene immediately.
Runners who drop out of the race are advised to wait for the sweep-up buses at the refreshment points or can reach the Start / Finish areas by public transport.
If runners notice that a participant has medical problems, they will inform the Organizers or will alert the staff at the First Aid points.
Participants authorize and give their express consent for being transported to the hospital or receiving given medical care at the express request of the Organizer’s representatives, if these ones think that medical care is needed, and declare they waive any potential claims regarding such transport and/or emergency treatment, related delays or deficiencies.
[/toggle] [toggle title=”ANTI-DOPING” color=”Accent-Color” id=”b15″] The 10K and Relay races are organized together with the Romanian Athletics Federation (FRA), therefore anti-doping tests can be carried out in strict compliance with the national provisions, the FRA Rules, the IAAF Rules and the WADA Code. [/toggle] [toggle title=”REGISTRATION FEE REFUND, CHANGES TO THE REGISTRATION AND IMPORTANT DEADLINES FOR THE RUNNERS ” color=”Accent-Color” id=”b16″] Registration fees are NON-refundable, and this also includes runners who have registered but do not attend the race.
Changing the registration is possible against the processing fee of EUR 10 / person, applicable for the following types of changes:
a. transfer to another race; if the new race is more expensive, the runner also pays the fee difference;
b. replacing a validated runner (in the Individual or Relay race);
c. changing the order of running in the Relay race.
All runners who need to change their registration or the order of running in the Relay race, must notify this change at Sport Expo, otherwise they will be disqualified.
In cases of force majeure, those concerned must present a supporting document accepted by the Organizers, and the change will be made free of charge.
Runners completing the registration (payment included) by March 1st will have their NAME printed on their BIB NUMBER. Those who change the race after this date cannot benefit from this service. This service is available only for the 10K and Relay races.
Whenever needed, the Organizer reserves the right to change the route, the location of the refreshment points or any other element that is part of the Event organization. The Organizer will also have the right to change the Event date or start times at any moment, without having to pay any compensation to the participants.
If the Event cannot be held or is interrupted for reasons beyond the control of the Organizer (such as, but not limited to administrative decisions of the authorities, cases of force majeure, strikes, state of emergency etc.), this one shall not be liable for paying any damages to the participants.
However, in the aforesaid situations, registered participants will be given the possibility of registering for the Organizer’s next Event at no additional costs, but without the Organizer incurring any other cost payable to the participants. If the Event is cancelled for any reasons attributable or not attributable to the Organizer, any participant who chooses not to register for the Organizer’s next Event has the right to request and be refunded the registration fee. No other amount will be paid by the Organizer.
[/toggle] [toggle title=”WITHDRAWAL / EXCLUSION / REFUSAL OF REGISTRATION / DISQUALIFICATION” color=”Accent-Color” id=”b17″] The Organizer is entitled to refuse registration, exclude from the race and/or disqualify any participants who, in previous races or during the current race, displayed behaviors / attitudes / reactions contrary to this Rules, such as, but not limited to the following examples:
– they were eliminated or excluded from similar races for breaking the Rules;
– there is intent to use the Event to express their political or religious views or views that might harm the image of the Event;
– they violate one or several provisions of these Rules;
– their conduct is detrimental to the image of the Event;
– they were sanctioned for violating the anti-doping rules;
– they are under the influence of alcohol or drugs;
– after the race, it is found out that these Rules or the Anti-Doping rules have been violated.
[/toggle] [toggle title=”PARTICIPANT CONDUCT” color=”Accent-Color” id=”b18″] Throughout the Event, all Participants shall display a polite and respectful behavior towards the Organizers and the other Participants and shall fully comply with these Rules. During the race, it is recommended not to block or hinder other Participants and not to run in groups of three or more aligned, so as not to become obstacles to other runners. Participants are also advised not to stop suddenly for refreshments or to tie their shoelaces and to make sure that, when they stop, they do not block or hinder other runners. Participants shall avoid slowing down faster runners or hitting the slow ones; so, if a runner behind you says “I am on your left”, step aside to your right and let them pass, and if they say “to your right”, step aside to your left and let them pass.
Participants are not allowed to use the Event to promote any other marketing elements, except for the official sponsors, as provided by the Organizer.
Any communication consisting of images or videos from the Event, recorded by a runner during the participation in the Event, will be for personal use exclusively and in no way can be used for commercial promotion or any other type of advertising or marketing outside of the Event, without the express agreement of the Organizer.
[/toggle] [toggle title=”COMPLAINTS” color=”Accent-Color” id=”b19″] Any complaints related to the ranking or the participation in the Event shall be made in writing and submitted at the award ceremony tent in Izvor Park in the day of the race. After this, the Organizer will not take into account any complaint.
Complaints can be submitted by persons who have registered for the Event and paid the participation fee, if such an obligation exists. For minors, the complaint can be made only by one of the parents, legal guardians or the accompanying teacher. The persons whose participation in the Event has been denied or who have been disqualified can only submit complaints about this issue.
The complaint will contain the full name, address, e-mail address, bib number of the person filing the complaint and a brief account of the facts they challenge, the reasons for challenging them and the evidence supporting their complaints.
If, while analyzing the complaint, the Organizer needs additional information, they will request it from the complainant or any other person. The Organizer will be allowed to check any information and evidence they consider necessary while analyzing the complaint. The Organizer’s decision is final and shall be communicated to the complainant at the e-mail address specified in the complaint.
The complaint can be challenged in accordance with the provisions of art. 16.1-16.5 of the IAAF Disciplinary Tribunal Rules, provided that they are not contrary to the provisions of these Rules.
[/toggle] [toggle title=”RIGHT OF PERSONAL PORTRAYAL” color=”Accent-Color” id=”b20″] The Event can be recorded for public communication / information purposes in any way (especially by pictures, videos etc.), on any existing or future media, for international communication, for any purpose, including the advertising and commercial ones. Therefore, each Participant explicitly grants the Organizer, the Organizer’s agents and beneficiaries (especially commercial partners) permission to record and reproduce on any type of media, in any format, namely to reproduce and represent, for no remuneration of any kind, the name, voice, image and information regarding the sports activity performed during the Event, for a duration no longer than 20 years from the date of the Event. The Participant expressly authorizes the Organizer to assign to the Event partners sub-licenses to use the personal portrayal for commercial or advertising purposes.
Each Participant grants full and irrevocable permission to the Organizer and beneficiaries (especially commercial partners), for the purpose of conducting advertising, promotion or sales campaigns, 1) to make any changes, additions or deletions they consider necessary to use their image, under the terms defined below, 2) to include or combine their image with any signatures, expression, slogans, legends, marks, distinctive signs, legal information, visual effects and, generally speaking, to use it in any communication materials.
For minors, this consent is subject to their major rights and interests not being harmed by their parents or the legal guardians (parent, tutor etc.) who make the registration on their behalf.
The Participant warrants that their personal portrayal is not subject to an exclusive contract.
The Organizer, as well as its beneficiaries and agents, are expressly forbidden to use the name, voice or image of a Participant, in any format, with a pornographic, racist or xenophobic character, and moreover, any use that harms the Participant’s dignity is forbidden.
Participants are informed and they unconditionally accept that their personal portrayal, recorded by the Organizer’s official representatives, can be accessed on the Event website in the area dedicated to members and on the Event website in the “Results” section. As regards the Event website, the Participants understand and agree that any Internet user can identify them by surname, name and/or bib number.
[/toggle] [toggle title=”PERSONAL DATA” color=”Accent-Color” id=”b21″] By registering and participating in the Event, the Participants declare that they agree to the provisions of these Rules and agree that their personal data be added to the Organizer’s database, be processed and used by this one (personally or by agents) for purposes like: awarding prizes to the winners, registering and validating the winners of the competition, drafting statistical reports on the participants, fulfilling their tax liabilities, performing direct marketing activities such as informing the persons included in the Organizer’s database through various means of communication (mail, e-mail or other media permitted by the law) regarding other actions conducted in the future by the Organizer, sending to the Participant various advertising and/or informative materials and/or promotional items and/or samples.
The Organizer is registered as a personal data operator under no. 21265 at the National Supervisory Authority for Personal Data Processing, in accordance with Law no. 677/2001 on the protection of individuals regarding personal data processing and the free movement of such data (“Law 677/2001”). The Organizer undertakes not to disclose such personal data to third parties, except for its agents and/or contractual partners involved in the Event.
By registering for this Event, the Participants agree to the provisions of these Official Rules and agree that, if they win, their name and place of residence be disclosed and used for advertising purposes, with no other obligations or payments. Upon written request, signed and dated by the concerned person and sent to the Organizer at the address: Bucharest, Str. Brazilia nr. 7, sector 1, once a year, free of charge, the letter will confirm the use of the data concerning the person or will cease any processing thereof. Also, the Organizer will rectify, update, block, delete or anonymize all data whose use is not consistent with the provisions of Law no. 677/2001.
The Organizer undertakes to comply with the provisions of Law no. 677/2001 on the protection of Participants’ personal data stored during and after the Event. Therefore, the Organizer undertakes to keep the personal data of the Event Participants confidential and to use them in accordance with the legislation in force.
Event Participants are guaranteed the rights provided by Law 677/2001 on the protection of individuals regarding personal data processing and the free movement of such data, especially those referring to:
– the right of having access to the data, whereby any concerned person is entitled to obtain from the Organizer, upon request and free of charge for one request per year, the confirmation of the fact that the data concerning them are or are not processed by the Organizer;
– the right of opposition, whereby any concerned person is entitled to oppose at any moment, for solid and legitimate reasons related to their particular situation, that the data concerning them be subject to processing, except for cases governed by contrary legal provisions;
– the right of amending the data, whereby any concerned person is entitled to obtain from the
Organizer, upon request and free of charge: a) as appropriate, the rectification, updating, blocking or deletion of data whose processing is not in compliance with the law, particularly of incomplete or inaccurate data; b) as appropriate, the anonymization of data whose processing does not comply with the law; c) the notification of the third parties to whom the data have been disclosed about any operation performed in accordance with letters a) or b), if such notification does not prove to be impossible or does not require a disproportionate effort to the legitimate interest that might be harmed.
Upon the express request of any Participant, the Organizer will make sure that they can exercise any of the aforesaid rights. To exercise these rights, the Participants registered for the Event will send to the Organizer, at the address: Bucharest, Str. Maria Hagi Moscu,nr 1, sector 1, a dated and signed written request.
The Organizer also undertakes to comply with all provisions of Law no. 677/2001 on the protection of personal data stored during and after the Event for an unlimited period and, if necessary, to notify the National Supervisory Authority for Personal Data Processing about the collection and processing of personal data related to the registration and participation in the Event.
The Organizer undertakes to inform the persons included in the created database, at the first written communication, about their rights according to Law 677/2001.
